Abstract

The article deals with the clarification of Soviet Russian’s (then USSR) position in discussion of straits matter in Lozano conference which held from 20 of November 1922 till June 1923. Although the main issue in the conference was the demarcation of Turkey’s borders, but the Black Sea straits were also discussed in the conference. England, France and their allies insisted on opening of straits not only for trade, but also for military ships during both war and peace period, and the control over straits should be held by international commissions. In comparison with English representatives the Soviet representatives held by G. V. Chichеrin wanted the straits control to be given to Turkey, some restrictions were to put for the passing of non-Black Sea countries’ military ship during peace period, but to prohibit during war time. The Soviet representative’s view was seemed very profitable for Turkey from the first sight. But there were some adventurous elements because of not taking into an account the reality of that period. If Turkey tried to restore the control over Istanbul, eastern Frakia and straits with power it would cause war with England and France or the creation of low leveled military position. Besides, there were not enough ships for crossing to European borders of land forces of the Ankara government. That is why representatives of Turkey needed the support of England in other important matters, so agreed with England project. The control for straits was put off from Turkey and was given to the control of international commission.
